when should the surveyor's points be completed

Our surveyor picked out some things that needed urgent attention to the house we are buying. when should these be completed? before the exchange or before completion?

Are these on the mortgage report and valuation, or on a survey done for you?
If the former, the lender will usually say what needs doing and when, perhaps requesting additional reports and estimates for essential repairs and holding a retention for anything urgent which may affect the security.

What the survey report means if you buy this house you need to fix stuff. It is only up to the seller to fix them if he agrees to fix them!
But rather than try to persuade the seller to fix, far better to negotiate a reduction in price and then fix it yourself later. You will get a good job done, as by then it's your home. He will do it as quickly and cheaply as possible, cutting all corners - cos he's selling and moving out!
But if you do want the seller to fix, he'll never do it before Exchange. After all, he might spend money doing stuff and then have you change your mind anyway, laving him out of pocket and with no sale.0
