when will PayPal clear these withheld funds?!

I am currently dealing with a brain injury so I am getting confused

I sold something on eBay which the buyer didnt receive I offered to refund but he opened a eBay case on me making me pp account -£5.00

everytime I try to pay someone now its adding on the £5. I have already done this once - Friday I think - a diff transaction + the £5 but I've paid someone else today and realised that the £5 has been added on again

all these transactions have been taken from my debit card

does anyone know when all this will clear?! the buyer who opened the case keeps asking me to refund but if I try it goes as a echeque so I asked him to wait for the extra £5 that I've already paid to clear.

can someone tell me how lo g this takes as I'm now out by £10 but my pp account still says -£5?!

it's driving me mad
