P s and p letters

Hi all as instructed by my brother who used my car and got a ticket by car parking partnership I ignored the letters because he told me he called them to sort it out but obviously he didn't as I now have had more letters and now two from ps and p I haven't contacted either of them at all and worse my brother is working abroad now for 2 years? what should I do any guidance would be great. I have received a second application letter for payment way over what a ticket should be?
