I've moved into anew property and the meter is in credit ,can I use it

no reason why you can't but make sure that you register yourself and sort out your own tariff with the suppliers otherwise you might find you are paying off someone else's arrears. A very big mistake we made a few years back when we bought my mum her bungalow - it was only for about three weeks but the cost of electricity was ridiculous, about 30p a unit.
Ideally you should see if you can get it changed to a credit meter and get yourself on a decent tariffNever under estimate the power of stupid people in large numbers0 -
no you can't, that credit will be refunded to the last bill payer, then the power company will just bill you for the fuel you used anyway.0

You can use it if its on the meter, BUT you'll have to pay for it and it might cost you a lot more per unit than a decent deal especially if the previous tenant had a lots of arrears to pay off - you don't to be paying their bills, do you?.
