Hiya, I have read the newbies info and get the gist of how things will proceed with my private parking 'ticket'
From what I can gather, i wait for a notice to keeper (was a windscreen ticket) and then construct an appeal.
My query is around what to base my appeal on... Basically the signs were clear and i parked right in front of it and ignored it cos i figured they wouldn't have wardens out at 9pm on a friday night. Seeing as I was in the wrong should I pay? Other people seem to have a more genuine complaint for an unfair ticket?
All businesses which use the area were close and had been closed for several hours if this will help my case?

What are they saying you've done in order to generate a charge?
Was this car park attached to a multiple unit retail park, or a single retailer?
Could you say that the car park owner suffered a loss as a result of you parking there that matches the amount the car parking company is demanding?
Who is the parking company?

These are possibly appeal points, below (but Napier or Combined Parking Solutions would be harder to argue, so we need to know who this is and what the sign says). Also you only submit an appeal when you get the postal Notice to Keeper:
- The signs were unlit so no contract was formed with the driver.
- The car park is not owned by the PPC so as a mere agent they have no standing to form contracts with drivers nor to pursue charges in court in their own name.
- The charge is not a genuine pre-estimate of loss.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
