10 Hours In Melbourne

Friends are travelling to NZ at the start of January. They have 10 hours in Melbourne on their way; they have asked airline (Qantas) if they can leave the airport and have been told 'yes' but they will need to take their bags out of the airport.
Advice please on is this a feasible thing to do? Also, will they then not be considered still as transfering. I think the thought is that they will get out into Melbourne for a few hours rather than wait in the airport.

It's about 20-30 minutes to the airport from the city centre... but it can take an hour if the traffic is bad. There is a bus service from the airport.
There is a free tram service that circles the city centre (clockwise and anti clockwise). They are easy to recognise as they are burgundy in colour and have a recorded commentary that points out the sites of note along the route. The museum is well worth a visit as is the Queen Victoria Market (closed Mondays and Wednesdays), if you like that sort of thing.
I've seen people doing it, but wouldn't attempt to drag heavy bags around on a city sightseeing trip. There are left luggage facilities at the airport Linky
Edit: A raincoat or brolly is a good idea. The weather can change in an instant.0 -

You will spent 30 minutes saying
HOW MUCH! when you see the cost of the airport bus.
For people staying in the city the free bus circuits around the city are useful for a nap if you arrive too early to check in to
your hotel though.Turning left avoids some of the idiots (only some)0
