Hi there, if I have a current acc or a mortgage, with a bank, and I get marketing mail, offering a personal loan or a credit card addressed to me as im a customer, and at the bottom it has a promotional code to quote to call, does this mean im pre-approved, or do the company lower their criteria for the promotion, or am I under the same criteria as a non customer,
Also do they only send this kind of marketing to what they believe are there good customers,
The reason is I have a low credit core at the moment and am trying to rebuild

If you have a generally poor credit record, but a good history with the bank you are applying to, then you might stand a slightly better chance of getting credit with them, but then again you might not. To be "pre-approved" they would need to serach your credit-file, for which they would need to ask your permission and which you would obviously not want them to do unless you applied, so I doubt you are pre-appoved. You might be pre-qualified, which means without looking at your credit file you appear to be eligible, but an unsatisfactory credit search could still disqualify you. Some banks just send these marketing offers out to everyone, though.
