Courier company & online retalier telling me to go find my item after not delivering

Basically i ordered an item last week & it was supposed to arrive (last week).
Attempt 1 failed because i wasn't in. Except that i was, and they must've tried the wrong house.
Attempt 2 ... same as above.
Attempt 3 ... same as above, but this time they delivered to God knows who.
IIRC there was an option where i could give permission for it to be left with a neighbour. I specifically did not select this for a very good reason.
So i get in touch with both retailer & courier service.
Retailer say it's been delivered here - which is the correct post code.
Yes it may be the correct post code, but it's the wrong bloody name & the wrong address which the courier didn't have permission to do.
Courier service basically said - we've done no wrong, it was delivered to the correct post code.
It doesn't matter whether it was delivered to the right area or another planet entirely. It didn't come to ME. Had i ticked an option to deliver to a neighbour then fair enough, but i did NOT.
Courier company basically said go see the online retailer, not our problem. Both pretty much said go find it.
The address it's supposedly been delivered to predictably doesn't have it. They've got something for free then.
Are they entitled to withhold refund here?

No they are not. Tell them to either refund you IN FULL (i.e. you are cancelling the order under Distance Selling Regulations, so they must refund the full order value including delivery), OR send a replacement item (whichever you prefer). Remind the retailer that their liability and responsibility is to deliver orders to YOU (the person placing the order), and until it is confirmed that YOU have received it the liability remains with them. (You have no contract with the courier, and the liability remains with the retailer).
If they still play silly beggars then raise a Chargeback/Section 75 claim (as applicable, depending on payment method and item value) for non-delivery of goods. (You may need to wait until 15 days from order date for this).

Another negative for DPD. I wonder if its certain drivers or area's that are failing. Had several phones delivered by them and they are great.

I too have used them several times (both for delivery to me and collection from me) and they have been by far the best company I've used.
That said though, I've had one delivery from Yodel and the parcel was at the house they said they delivered it too. A stark reminder that my sample size might not be sufficient to be statistically significant!0 -

And based on some of the responses i've had in the past, i don't think it's unreasonable of me to think the post wasn't read fully. Nothing on sam4u's part there, but still.0 -
