Debt Recovery Plus letter, but no PCNs?

My wife has just received a letter from Debt Recovery Plus demanding £120 for a parking infringement in ASDA Worcester possibly in September.
We've had no correspondence with Smart Parking Ltd and not received any PCNs prior to receiving the threat letter.
I'm about to fire off an email denying the debt to DR+ but don't have any contact details for Smart Parking Ltd. Any advice before I get in touch with them to get the details of the offence? We do use this car park but are always very vigilant not to stay over the three hours.
It's a pay and display car park with a redemption if you spend in store. But there seems to have been a backlash locally as the ANPR cameras send out PCNs based on entry and exit times and not from the time a ticket is issued at the machine.

read the NEWBIES - READ THIS FIRST sticky thread at the top of the forum, about the 4th one down
do not contact DR as your first letters should have come from the PPC itself, which you clearly have not received
had there been a windscreen ticket they should have sent you an NTK between 29 and 56 days of the contravention/incident, or within 14 days if no PCN was issued
these DR letters should state some of those details like maybe the pcn reference and alleged "incident" etc
do not admit anything at all to the DR company, preferably not contacting them
but read that newbies thread, also read the letters you did receive looking for any details of the incident too

My wife is the RK of the vehicle, the letter states the Parking Charge Date as 21st September and the contravention as 'Over free time'. This is somewhat of a misnomer as this is a pay and redeem car park. I do have a PCN notice number on the DR letter too.
It's an ANPR car park so there was no windscreen ticket issued. Having searched online a lot of Worcester locals have been caught out because the PCNs are issued based on entry/exit times seen by ANPR and not based on three hours from the time the pay and display ticket is issued. As it can sometimes take 20 minutes to find a space and similar to queue out again this has been causing some anger locally.
I've written to the store manager demanding they cancel the ticket and we'll see what happens there. But on your advice I'll not make contact with DR+.

seems to me that your wife did not get the NTK within the 14 day timeframe and so the PPC has broken the CoP
they may claim they sent it within the time but you claim it never arrived
if necessary this will have to be disputed with the PPC, but the best course of action is to get the landowner to cancel the ticket
your wife may need to contact the PPC mentioning all this as RK (not as the driver) , disputing the charge and insisting they call of DR, but take further advice from here on that first before doing it
yes its done on anpr, yes she had an overstay and yes its easily won at popla, if the PPC issued your wife with a popla code , but you have received no NTK so could not appeal it to get a popla code

Smart Parking don't follow the POFA 2012 in their tickets. So the 14 days is irrelevant but their contact details (taken from a ticket I have here from them, which was cancelled in days after appeal) are:
''You can make an appeal online at www.smartparking.com or in writing to Smart Parking Ltd, 5 South Inch Business Centre, Shore Road, Perth, Scotland, PH2 8BW''.
So I would do an online appeal right now if you have the ticket reference from the debt collector's letter. Write as the registered keeper only and use an appeal example found in the 'Newbies read this First' sticky thread (dozens of appeal links there, plus a whole section on debt collector letters).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I would photocopy it and send it to ASDA stating you have no other correspondence than this and as they are ASDA's agents you are holding them responsible for the harassment and will be invoking a £45 Admin charge for each further item of correspondence you forward to them that their agent sends you .
End the letter, please spare yourselves from the lies about not owning the car park or employing theses scammers to harass me, you are dealing with an ADULT !Be happy...;)0
