House extension decision: NOB

Hi Guys,


As you all know at present the house extension rules have been relaxed and I was thinking of doing an extension up 4-5 metres for which I will need prior approval.


I was looking at other council decisions on other applicants and I can see a lot of decision as NOB, what does NOB stand for?


Also if I want to a single storey extension of up to 5 metres where my neighbour did his 2 years ago up to 3 metres, can he raise an objection of light etc as I read his property should have been like that for 20 years with regards to act of light?


Any advice?
