Noisy Neighbours

Hello
We have had new neighbours move in last month, and we haven't met them. It is a council property, we own our flat - they are in the flat above. I am now off work for Christmas and their music is really loud - it is during the day, is there anything we can do. I don't like going up and asking because I did that years ago to another neighbour and got threatend quite awful and was scared.

If you think the noise of the music is just because of it being Christmas, I'd leave it for now.
But if it goes on & they tend to be a noisy family, really unless you are prepared to go & speak to them, or at least put a very polite note through their door along the lines of 'very sorry, but don't know if you realise how noise from your flat travels to mine' then you won't ever cure the problem.
I've had 2 instances of noise disturbance from above in the past, both many years ago. One was a couple with a young child, a boy. I could cope with his noise at first, but then they had another child & as time went on I'd hear the children jumping & shouting quite late at night. I had a word with the parents & they were fine, very apologetic & the late night antics of the children stopped.
In another property I had to call down a new neighbour who was having a party, to enable her to hear for herself just how loud the noise in my flat below was. Again this neighbour was fine about it, but I did soon after end up selling my place & moving because of her as as she was quite a noisy person in her day to day life. And due to having taken up the carpets in her place when she moved in, just having floorboards, I literally could hear everything as the sound insulation was non existent.The bigger the bargain, the better I feel.
I should mention that there's only one of me, don't confuse me with others of the same name.0 -
If it is just music, and not wild partying, shouting etc., then as suggested above, I'd see how it is tomorrow and if it continues, just go knock on their door and ask if they'd mind turning it down a bit as it's disturbing you.
If you don't tell them, they could just think it's OK to play their music as loud as they like.

Speaking to them would be quickest but from experience it can become unpleasant. Using your phone as a voice recorder might be wise. Speak to the council if it continues to bother you.0
