In any event, it sounds as though you are more bitter than anything else about the welfare system.

At the risk of a PPR, the guy is a......... Nah, won't bother. Wish the mods would lock him down faster though, not hard to do if a static IP, not much harder if a dynamic one.
Unfortunately, it pretty much is.
While it's trivial to block someone on a static IP, those are very, very rare in the market now.
Dynamic IPs are essentially impossible to block for other than the very short period the IP remains constant.
The only effective way might be to - say - block his entire ISPs network - which might just be a tad overkill.0 -

Yeah, I appreciate that dynamic IP's are more the norm these days, I run 46 game servers that host upwards of 700 players so fully understand the difficulties in banning people on dynamic IP's. That said though, his posting style is easily spotted and coupled with whatever ISP he uses should make it very easy for mod's to spot him and shut him down sharpish. If I had such a 'player' on my game servers that continued to re-surface with the sole aim of peeing off anybody and everybody I'm damned sure I would be filing an abuse report with his ISP.
I don't normally bother with trolls but.... On a forum section such as this where Vulnerable people are asking for help in sometimes desperate situations it seems nothing but cruel to scaremonger and misinform users. The Andy's of this world can put off genuine users and potential users from getting the benefit of forum knowledge that could change their lives for the better.
You guys have helped me numerous times and I am very grateful to you all:T
The generous side of me sees Andy as a sad, bitter man who could do with some decent friendships and probably some help himself.0
