when renting or buying house or flat you want to check things like gas safety certificate and electricity safety etc... but what about things like asbestos safety, esp if its an older building, is there such a thing, does this bother people

When buying this is the point of a survey to highlight such issues. Also when buying the seller doesn't have to provide a gas safety certificate just when renting.
For renting as a tenant it shouldn't matter too much as long as you think the property is habitable.0 -

and as a tenant, you should not be ripping out the (asbestos) ceiling, so it's not an issue.
As a buyer, your survey should identify the asbestos, and it is only an issue if you plan to rip it out and re-plaster/redecorate.
That's only if the asbestos (or what appears to be asbestos) is visible.
