OH reckons it could be a female brambling. He thinks the bunting doesn't have hairy enough legs. His mate thinks a brambling too and I found this link.

I've found another link for a snow bunting and I think it looks more like it. Second row on the far right. It's a Mike Wilkes photo.

I agree Snow Bunting the white feathery legs are right and the white marking down the wings.
