Replacement boiler - ECO scheme

Friend (yes, really!) responded to an add for a free replacement boiler if she qualified. After much faffing about, an qualification assessment (she qualifies) and a survey (her boiler is ancient/dying), the company has finally said they can get her funding of £1500. She must pay a further £800, and they will fit a new Worcester bosch 28i jnr combi boiler.This is under the ECO Deal scheme (Energy Companies Obligation).

Q1) £2300. Is this reasonable? It seems high for a straight boiler swop (no pipework). It's a small 1 bed flat.

Q2) Is the installer pulling a fast one asking for a customer contribution?

Q3) Is Worcester bosch 28i jnr combi a decent boiler?

Any other insights into the workings of the ECO scheme (anyone used it?) welcome.

edit: installer says it is 'Affordable Warmth Scheme'. Googling this

* it seems to be an umbrella name for the ECO scheme
* all websites refer to 'free boiler replacement'
