There are also 2 versions of the valve you pictured, on the early ones the actuator cannot be removed wheras the later ones can and will have a little black clip opposite the wmh indicator.0

Have recently replaced our mid-position valve (the brass bit and the electric actuator) as the brass valve had seized in the mid-position therefore always giving water and heat regardless of what I wanted/set on the timer.
Since changing it, it works a treat - hot water independent of heat and vice versa or both. It has already reduced my gas consumption after only 4 weeks (and in winter!) - should have done it sooner - probably saving about 20% on gas usage/costs thus far.
It sounds like this is exactly the problem you have, as others have mentioned above.
My valve complete was £50 and took 2 hours to fit (including draining down the CH water supply before removal!!

If you've got it off (it's not attached to any pipework in the picture) then check that its working or just replace it.Never under estimate the power of stupid people in large numbers0
