Postage for replacement Product

I bought a product from ebay it has not lived up to its standards and is faulty and it been several months only, the buyer has told me that they would replace it. However, told me that I would have to pay the postage for them to send the replacement by post. Should I be the one paying the postage or the the seller.

From the Sale of Goods Act Section 48B:48B Repair or replacement of the goods
(2)If the buyer requires the seller to repair or replace the goods, the seller must—
(a)repair or, as the case may be, replace the goods within a reasonable time but without causing significant inconvenience to the buyer;
(b)bear any necessary costs incurred in doing so (including in particular the cost of any labour, materials or postage).0 -

Not for faulty goods they can't.
This is SoGA, not a Distance Selling Regulation change-of-mind situation.
If the goods are faulty then the seller must cover the cost of providing the remedy, including postage.0 -
If the buyer has initially offered a refund, for a faulty electronic product but is no longer responding back to any e-mails sent , who should I contact to regarding the claim e.g. trading standards. And how should I do this?

Sorry, I meant the seller for the faulty product that I bought off ebay. And yes it is a business.
