Self Employed Class 2 Small Earnings Exception

Hi All, I have a Small Earnings Exception from 2012 which is covered until April 2014. I stopped being self employed in mid 2012 and became self employed again on January 2013. Would the SSE be still valid until April 2014?
I have some class 2 NIC letters (April 2013 and the other October 2013) would they not send me letters if it was covered?
I thought I was covered but now im thinking im not. Ive not had a letter or anything telling me im not though and it doesnt saying anything about that is goes invalid if you become unemployed on the actual certificate.
My concern is that it says 'This is due no later than 31 January 2014.'
What happens i dont pay by this date? Does it affect Working Tax Credit?

\if you told HMRC that you had ceased self employment, they would have closed your account. If you had then restarted self employment, your account would have been set up if HMRC had been informed, but you will have to claim again for low earnings.0

Ok so I need to pay the money thats fine. On the letter it says: 'This is due no later than 31 January 2014'. What happens if i pay after that? It doesnt say anything about late payments on the letter or site.0
