Desktop shortcuts problem

Wives laptop, windows 7.
Can neither open or move any desktop shortcuts, Simply get a boing but no message on screen??? The same with either mouse or pad.
Any ideas, I'm useless at this stuff.:D

I like the thanks button, but ,please, an I agree button.
Will the grammar and spelling police respect I do make grammatical errors, and have carp spelling, no need to remind me.;)

SORTED, next time I rebooted windows defender picked up malicious software, cleaned up and working.
What was bugging me was that I had run avast, malwarebytes and windows defender previously in an a tempt to clear this.I like the thanks button, but ,please, an I agree button.
