APCOA & Roxburghe Parking Charge Notice

I hope somebody can advise..
APCOA Parking (Luton Airport) sent me a Parking Charge Notice dated 30/10/13 for stopping in the airport whilst trying to work out where I should park my car. I was primarily looking for a disabled bay. A charge of £80 was initially requested for 01-Failing to park in a designated parking area.
I then wrote a letter of appeal to the address provided on the letter and heard nothing from them. The next correspondence I received was from Roxburghe dated 06/12/13 RE. Unpaid parking charge notice 02-Dropping off/picking up outside of a designated parking area demanding £128. I did some research and forums said to ignore as the have sent an invoice and I'm not obliged to pay.
2nd letter dated 17/12/13 they have changed the fine reference to 01-Failing to park in a designated parking area - apologising for their previous letter containing invalid data. Letters both signed STEVE DARGONNE. Do this company have any powers to get the money from me? Please help... worried driver!

most of your questions can be answered by reading the NEWBIES - READ THIS NOW sticky thread at the top of the page (by coupon-mad)
it also answers questions about debt recovery too (DR)
and for the last 9 months nobody has advised anyone to ignore these charges or letters if in england and wales
if you appealed at the time of the PCN letter then you should have received a POPLA code0 -

that was my take on it too, also the fact you said about the disabled bay seems to indicate you are a BB holder as well, so pursuing BB holders is against the BPA CoP , so if this PPC is in the BPA then its breaking those terms and possibly the equality act 2010 , as could be the DR company
I think we all need to take a more detailed look at your information, but there isnt enough as yet
really need to know
the date of the "contravention" and the PPC name who issued it
the nature and type of alleged "offence" on the first letter
the date of the first letter ( the NTK )
the date you appealed and what you said (removing any personal info or references that identifies you)
the dates of any other letters and from who ?
I personally believe you stopped looking to park using a BB
I believe they interpreted this in the manner of their "rules"
I believe they issued a NTK once they got your RK details from the dvla
I believe you appealed to the ppc and heard nothing since from the PPC, no acknowledgement, no popla code , no rejection letter, nothing
now you are being chased by a DR company but it appears you have been denied your rights under the CoP of the BPA
the fact that I think you are a BB holder only makes it worse IMHO
so more info please so that somebody with better knowledge than me will help you fight this and win0 -

So as the Newbies thread gives you the email address to complain about a PPC to the BPA that would be your next thing to do. APCOA had 35 days to respond and give you a POPLA code and they failed. Complain as the sticky threads tell you to do (there's even another sticky thread about Successful Complaints).
Hope you didn't state who was driving in your appeal because although we can help you win at POPLA anyway, naming the driver at an Airport throws away some good appeal points.
And Steve Dargonne? I know of him, an ex-Bank Assistant/Manager from West Sussex Midland Bank branches in the 80's and he used to run a failed business called 'EnergyWize' in Tarring Road Worthing which went into liquidation (that's in the public domain). Now his name goes on the debt collector letters for Roxburghe. Think of the David Brent character in 'The Office'. This is not a bloke to be scared of, not a letter to worry about.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
