Council PCN - Wrong reason given for issuing

Hello all.
I received a PCN issued from the local council. I was parked on double yellow lines at the time, but the ticket says it was for being in a residents parking area during enforceable hours (I forget the exact wording, the ticket is at my office). The enforceable times of the residents parking in that area are 8am-6pm, and the ticket was issued at 7.45am.
Under the schedule for penalty charge notices, given in the Civil Enforcement of Parking Contraventions (England) General Regulations 2007 (I cannot post links due to anti spam restrictions. Trust me or have a Google) section 1.(e) says that the PCN must state:
"the grounds on which the civil enforcement officer serving the notice believes that a penalty charge is payable;"
As I was not committing the offence stated on the PCN, do I have grounds to contest, or does this not matter as I was committing another offence? I'm assuming there is photographic evidence of my car parked on double yellows
Any thoughts or advice?

Best bet would be to ask the guys over on https://www.pepipoo.com on this, they have the knowledge of council tickets that will help youWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
