E.ON - Why so long to arrange an energy survey?

It's now several weeks since I first contacted e.on about an energy survey and ECO improvements.
Firstly they said someone would call back.
After the first week and a half no-one had called, so I rang them again. Now they said they've passed my details on to an assessor.
In other people's experience, how long will it be before I get the next call?

Sorry you had to call back about your ECO application.
I've just spoken to our ECO team and they've advised me that the assessor will contact you within 10 working days of your second call.
The assessor will then arrange a mutually convenient date to visit your property. This will vary depending on their workloads and your availability.

Update: Just had a call to book a survey which will happen early in the new year.We need the earth for food, water, and shelter.
