Sounds like quite a simple job.
Ask if he's trained in BS 7671. The relevant section is section 701 "locations containing a bath or shower".
There may be an Electrical Installation Certificate, but this will be given to the landlord, not the tenant. You could always ask to see it i suppose.*Assuming you're in England or Wales.0 -
Bathrooms are defined as 'special locations' under electrical works and so adding an extractor fan must be done by a Part P registered electrician.
The work is notifiable so the electrician must inform the Local Authority Building Control (they just fill in a form for them) and issue an Electrical Installation Certificate to the property's owner. They'll be asked for it when they sell the property.0 -

I believe that the requirement for notification was relaxed in April 2013. It no longer relates to the whole bathroom, only the area immediately around the bath or shower (shown in light/dark green on the diagram below)...An alteration or addition to an existing circuit in a room containing a bath or shower is notifiable only where carried out in the space surrounding a bath or shower shown below:
So if the fan is installed in the bathroom, but away from the bath/shower, notification should not be neccessary.

Also note that ventilation equipment is allowable in zone 1 (as shown in eddddy's informative diagram). So it may still need the certification.
Details of what can go in these zones can be found in section 701.55 of the wiring regs (2008, 2011 amendment).*Assuming you're in England or Wales.0 -
Apologies for the out-of-date answer.
