Parking Eye Charge

Hello,
I would like some help please.
Received 3rd letter from PE today dated 16th Dec states the charge amount is now £85. I ignored the first two letters from November, the 29 days have passed and i'm sure i can't issue an appeal with POPLA.
The letter states -
The requirements of schedule 4 of the Protection of Freedom's Act required for keeper liability have now been satisfied and as a result, we must inform you that in accordance with Schedule 4 ParkingEye now has the right to recover any unpaid part of the Parking Charge from you, the registered keeper.
It goes onto say that unless payment is received a solicitor will be instructed.
What is the best course of action to take, should i pay the fine, ignore the letter, or can i still appeal with POPLA?
Any help would be appreciated.
Thanks.

However was the keeper also the driver on the day of the alleged parking breach?
What was the date of parking event?
When did the first letter arrive?
I assume you live in England or Wales?0 -

Regarding the newbie thread what parts should i look at?
The part that talks about what to do if too late to appeal = appeal anyway...
Also read the 'Successful complaints' thread, any mileage there? Retail car park?
And if the driver was not the same person as the registered keeper then you can actually name the driver and the appeal clock will be rewound and the driver will be sent their own PCN.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hello,
I parked at a retail car park and went to a shop in the town and was late back.
The letter i got today states payment is required in 14 days, so i can still appeal to PE and ask for a POPLA number? Or if a name the driver they will send out a PCN and then appeal the new one?
Thanks0 -

you TRY the first one, soft appeal as KEEPER not driver , if that fails you can name the driver and reset everything and start again (driver is different name than keeper)
what you SHOULD HAVE DONE is not ignored the letters and soft appealed and if that failed you would have got the popla code
they may say you are out of time for a popla, but if they issue a popla code, you have your golden opportunity back again
in other words you wont know if you dont appeal, as they can issue a popla code at any time, if they wish to, but you can force them to do so if you abide by the initial time constraints0 -
Hello,
The 29 days has past from the first letter dated 12/11/13 and second letter dated 21/11/13 and now with the third letter i got yesterday asking for £85.
Can i still appeal? If im the keeper and the driver?0 -
If you name & give an address for the driver please word it formally with just that information and don't 'ask' for them to rewind the clock or send a ticket out to the driver 'so they can appeal'.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
