When should I appeal?

I've just received a windshield ticket from Excel Parking in Merseyside. I've read loads of fantastic information on these forums and fully digested the 'Newbies' sticky thread a couple of times, but I was hoping someone could answer a quick question for me.
I've noticed that they have offered me a reduction from £60 to £40, which does not comply with the correct codes as it is not a 40% reduction. Should I send a written appeal to them now stating this or should I wait until I've had the postal NTK?

Assuming you are the registered keeper (it is not a company car is it?), then, yes, wait for the NtK before you appeal.0
