321travel Beware of the last minute hidden fees!!

Just tried booking a holiday through 321travels. Got a quote which was supposedly inclusive of all booking charges / taxes etc. After agreeing the total package price, providing the card details, names, addresses etc I was told that they needed to go through some information which was essential. They start with stuff like you need to bide by our T&C's etc and the cost includes all fees/charges etc - the normal bit you would assume.
BUT just when you think you are about to hang up you will be told at the very last minute that there is £19 charge per person for some ATOL Bonding Service.
This is almost 10% of the holiday cost and they do it at the very last minute when you have finalised everything.
ATOL fee is only supposed to be £2.50, so when pressed further it is some kind of service charge they want to levy.
I don't have a problem with anyone charging fees as long as they are upfront, but I can imagine a lot of people will assume it is a mandatory fee and after investing so much time and energy will probably go ahead with it.
Very underhand practice. If you are looking to book with 321travels, then please clarify if the quote you are given is inclusive of this mysterious £19 charge/person or not
