PCN HELP! vehicle control services ltd

We had a PCN attached to our windscreen from a PPC for parking in a restricted area. My husband was driving, but I am the registered keeper. We chose to ignore it. I received a NTK/DRIVER in the post and again did not appeal as didn't really think we had any valid circumstances to appeal and ignored this as well. I have now received a letter from a debt collection agency but the letter states the client as different from previous documents ie. Excel parking services and not vehicle control services Ltd.
Any advice on what to do next, as it says 7 days to respond or pay. I was thinking of writing back to dispute and then writing to vehicle control to say I wasn't the driver, but very unsure. I begrudge paying these people anything, but starting to think now that we should have just paid the £60 to start with rather than deal with anymore stress. We really can't afford £136.00. I want to ignore in the hope they go away, but not sure if I am doing the right thing!!!! Any help !!!!!

that depends on if you are in england and wales, and if you think you can appeal within the timescales or not if you are in E+W
if not, by ignoring the appeals process you effectively allowed them to go down the DR route and in the end, possibly court
the NEWBIES thread sets out the different routes depending on your action or inaction, according to location too
its very difficult to turn the clock back, so the problem lies within what you have done, not done and any timescales etc (and location too)
so you follow that thread through, decide if anything can be salvaged at this stage, or you wait for the LBA or LBCC if you are too late

Thanks. We are in England and the windscreen ticket was in September. We got a NTK/DRIVER letter in October and now a letter from rossendales on the6th December. The letter states excel as their client, but on previous notices it states vehicle control services. I haven't done anything up until now, which I know is silly, but I find it hard to deal with things like this and I think I just wanted to forget about it in the hope it went away. I still now am unsure which way to turn that's why I posted this in the hope I could get some useful advice, but still feel very overwhelmed by all the threads. I wasn't driving, my husband was, but I am the keeper. Where we parked was a dropping of point used for through the day in an educational setting. There are no parking charges at all in the whole car park and it was at night.0

frankly, ignoring it will not make it "go away" and in doing so you may have made things worse for yourself, and more time consuming too
it is a cross you will have to bear for now
I would start by not admitting who the driver was at all at this stage, but send in a soft appeal to the parking company denying the parking charge something similar to this
hpefully this will produce a popla code, but they may say you have lost that option due to your tardiness ! they may also say they have passed it to DR which is this rossendales. they pass it to DR because you ignored it, but ultimately if it went to court you wont ignore it, which is their aim (the main aim to get money out of you - as much as possible)Dear Sir,
With reference to the invoice XXXXXXX dated XX XXX , I am the registered keeper and I deny all liability for this charge on the following points
1) This is not a genuine pre-estimate of loss
2) The signage is unclear and not compliant with the BPA Code of Practice
3) You do not have authority or contract to issue these invoices
I require that you immediately cancel this invoice. If you reject this challenge, please forward a POPLA verification code to appeal to them independently. As you are aware Popla always uphold appeals on the above.
