What are the user levels?

I've tried searching for this, but can't seem to find the answer, just wondered if there is a section which explains what the user levels are, for example some people are money saving converts like myself, some are stalwarts, and some are fantastically fervent which sounds rather exciting 
Is this to do with post count, or set by moderators based on other criteria?
