Parking charge notice - no POPLA code supplied

I got a ticket a while back (Parking Charge Notice) and I waited as instructed on here to get the NTK which came through just in the right time scale. I then contacted Parking Collection Services saying
"Dear Parking Collection Services,
I refer to PCN 43541. I am the registered keeper and am appealing this charge.
Please therefore send me the POPLA code to which I'm entitled.
At POPLA I'll be asking for strict proof of your contract with the landowner and genuine pre-estimate of losses. I therefore understand completely should you decide to cancel this now.
I will consider any letter harrassment if it does not either a) cancel this charge or b) contain a POPLA code.
I would like all further correspondance from PCS in writing and not by email or any other means."
I then had a response and since then all I have had through is a notification of liability and now today a debt recovery letter from "debt recovery plus ltd". I have not received a POPLA code from them at any time so I haven't been able to appeal.
Where do I stand with this?
What should I do next?

Parking Collection Services are a debt collection agency.
Who issued the windscreen ticket and then the NtK, because these are the people to appeal to and receive a POPLA code from? Please give us details.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
