    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    Hello CEL

    I , as the registered keeper of xxxxxx am in receipt of your notice to keeper xxxxxx dated xxxxxx , all liability to your company is denied on the following grounds

    1) The registered keeper is not responsible for this charge, but the driver! As you appear not to be using pofa 2012, I suggest you take it up with that person. Please note I have no legal obligation to name that driver, even if it's myself!

    2) The amount claimed is obviously an unlawful penalty, and is not a genuine pre-estimate of any loss you pretend you have.

    3) You have no authority to give your unlawful invoices to vehicles, and you are invited to provide that proof.

    Now as you are pursuing the wrong person, you are being put on notice that complaints are being prepared to submit to the bpa and dvla. And if you or your agents continue with this unlawful harassment I will initiate a claim against you.

    This matter is now closed, any spurious claims against me will be fully defended.

    Just send an appeal, did you read the NEWBIES thread yet, if not please do so as I didn't write it only for endless threads asking the same questions already covered there. I wrote it to stop all this and to save the regular's time and sanity. A dozen appeal examples are there already, or use Stroma's version above. The fact it arrived late makes no difference as CEL don't invoke POFA2012 and only issue 'tickets' that relate to a driver (old rules, if you like).

    Hence you appeal as the registered keeper only. Easy.

    The ''Newbies read this first!" thread at the top of the forum also shows you a link about 'How to win at POPLA' which is what you will do in 2014 if you follow our advice. You still get POPLA even though this is a non-POFA invoice. Any questions please use this thread, no new ones.

    Just post it then, no probs, and do update this thread when you get a POPLA code. Show us your draft POPLA appeal in due course, based on those you will see linked in the ''Newbies'' sticky (top) thread under 'How to win at POPLA'.

    If you do email, you will get an auto-response saying that your appeal will only be processed if you provide the name and address of the DRIVER. This is a lie and contrary to the BPA AOS Code of Practice.

    If you send an appeal in the post, get a free certificate of posting from the post office. PPCs have a habit of "losing" inconvenient post, such as appeals, as it gives them an excuse to up the charge. Don't use recorded delivery - waste of money. Even the 50p to send a letter is a wast of money where PPCs are involved, but sometimes needs must.

    Call it the 'PCN' instead. Same thing really, they can call it a PCN if they want to at this stage.
