petty things but advice appreciated

I was a tenant in a house, sharing with one other male, and we paid rent to the landlord and bills ourselves. This worked fine throughout my stay there. At the end of my tenancy I agreed to pay any outstanding bills once they came through. A few weeks later they did, so I paid the total minus the amount I was due back from the deposit. Through the DPS, I agreed that the deposit be returned to the landlord, who had said he would give it to the other renter. He then renegged on this and kept the money himself, saying he wanted money for unpaid bills from me.
All bills have been accounted for according to myself and the other tenant. Ive not seen these bills he is claiming for. The other tenant is now out of pocket for the amount of the deposit.
Can I reclaim the deposit through the DPS for misapportionment of money? My main concern is that the other housemate is not out of pocket.

Did you agree for the DPS to release the funds to your landlord? If not how did they get your deposit? If yes then you will need to take the landlord to court to regain your funds, but first try asking for evidence of what they are claiming your deposit money for, then try writing a Letter Before Action.Don't listen to me, I'm no expert!0

Were you both named on the lease? If so, then you both would have had to agree for amount of the deposit to be returned to the landlord if that's what you wanted.0

I'm hoping they each had a contract for their room only otherwise it's unlikely a 'joint' tenancy deposit could have been released. It would be good to confirm that though.Don't listen to me, I'm no expert!0
