Parking fine advice - Land manager backing advice

Hello,
I live in a private gated residential area in west London, owned by Berkley Homes. A few weeks ago a friend and his new born baby came to visit, it was late and I received a visitor parking permit from the reception.
As the few visitor parking places were full I was advised to tell him to park downstairs. My visitors quickly parked in the underground parking and made their way to my flat.
Once the weekend had finished they returned to the car to find a parking tickets from “P4Parking”. This was obviously a shock and on closer inspection we realised there was a small “R” on the ground of the parking space, this suggested it was reserved and after looking at the back of the permit this confirmed this theory.
I told my friend I would speak to the estate manager and try and resolve this issue.
The estate manager replied to me in an email stating I would have to contact p4parking but he backs me “100%” etc.
P4parking informed me that they would only speak to me regarding this via the appeal system. So I launched an appeal which in turn got rejected and they advised me to pay the fine, or failing that to appeal through POPLA.
I would like your advice on how to proceed. If I pay the fine now it will be £60, if i appeal and it gets turned down it will go up to £100.
· Should I appeal or will I just lose, also should it be the registered vehicle owner who appeals;
· Should I ignore the fine;
· Should I contact the estate manager again asking for him to contact p4parking? Or;
· Should I just pay the fine.

How interesting that P4Parking appear to have given a POPLA code to the tenant of the property who is neither the driver nor keeper...what idiots! Thing is, if YOU appealed at first and they only have your details, for POPLA I would say you will need to put your name and your friend's name at the bottom of the POPLA appeal so that it clearly comes from the registered keeper of the car as well as the person who got the POPLA code!
'How to win at POPLA' is a link in the 'Newbies read this first' sticky thread, near the top. Show us your draft POPLA appeal and DO NOT name the driver nor imply who was driving.
Did we tell you that we win 100% of POPLA appeals?!! Obviously that's going to be the plan then.
Please read the link and prepare a draft of your own but with the registered keeper's name on it too. Can't understand why on earth YOU seem to have appealed a fake PCN when it isn't even your car? Never do that again, it's not a good plan and this is very messy for you now.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
