tissue paper bleed

I'm doing a trial of applying cut out shapes of tissue paper onto card and also a lampshade. The problem I have found is that the colours of the tissue paper bleeds. I know there are bleed free tissue papers but I havent found any locally. I have bought the ordinary stuff for a trial. I am using PVA.
Am I doing something wrong? Or is this just how it is and that I need to buy bleed free tissue?
