VCS Parking fine

I received a parking fine last month for parking in MY parking space out side MY apartment. it states on the notice that this is due to 'parking without a valid permit'.
I read lots of posts on here and decided to ignore it however I received a letter last week saying that I now owe them £100.
any advice?
