Advice for a friend - no idea since 2012!

A friend of mine has come to me for advice after receiving a Parking Charge Notice from 'Elite Management'. I always used to advise people back in the day to ignore these fake invoices, but now I don't know what to advise since the new legislation - it certainly seems more complex!

They bought a ticket as usual (£2 if that matters) at a private car park which they regularly use at 12.03. At 12.23 they were issued a ticket - it turns out that the ticket was upside down in the windscreen, and must have blown over. They still have the ticket, but there is no proof that it's for their car as it doesn't have vehicle reg no on it or anything like that.

He is the registered keeper of the vehicle, and this is in England.

I've read the stickies and it seems he needs to wait for the first letter in 28-56 days, and then send an appeal. Does anyone know which appeal draft would be best to send? How best to word the advice about POPLA, as it sounds quite 'scary' in a way for the uninitiated, and I don't want him to just pay these shysters for an easy life!

    Definitely await the NtK, no contact whatsoever with the PPC.

    Then it's a soft appeal (see 'NEWBIES -read this first' sticky) to the PPC to elicit a POPLA code.

    Once rejection and code received, it's into drafting of the appeal (basically copy and paste from winning appeals previously - nothing to do with the 'story', but all about technical issues - you'll get to understand them with reading). Here's a couple of links, plus check out the POPLA Decisions sticky at the top of the forum index (start from the most recent, the earlier ones were those we were feeling our way around).

    Example appeals are linked, and also 'How to win at POPLA' is fully linked in the NEWBIES thread. It must be working for people because some posters follow the advice & links in it without ever posting, until they then win at POPLA!
