audacity - a good program IMO, but might be overkill for what you've asked for!? http://audacity.sourceforge.net/0

If you have VLC installed you could use that to convert WMA to MP3:
http://www.videolan.org/vlc/download-windows.html
https://forum.videolan.org/viewtopic.php?f=14&t=89088- Open the WMA file(s) in VLC
- Go to File -> Streaming/Export Wizard
- Choose “Transcode/Save to file” and click Next
- Choose “Existing playlist item”, highlight the items you want converted, and click Next
- Select “Transcode audio” option and deselect “Transcode Video”
- Set the codec to “MP3″, choose a bitrate and click “Next”
- Set your encapsulation to “RAW” and click Next
- Set your destination directory, type in a filename and click Next
- Rename the file from xxx.raw to xxx.mp3

Why do you want to do this?
Converting from one lossy compressed format to another is going to degrade the quality.
Still, if you need to, Mediacoder or dbPowerAmp0 -
This is the link for the free audio converter which will do everything you require. The site also has a free audio editor which can record, edit etc. and burn to Cd/DVD

Don't worry about lossy formats in these circumstances. We know that some portable equipment can't play .wma so the conversion to .mp3 is necessary.0
