New unfair parking charge question!

Hi There.
I appreciate there is much useful info on this site and hidden away somewhere there is probably an answer to this question, but by the time I find it it may be too late.
My Mother In law recently received a parking Charge notice for going 12 minutes over the two hour limit, in the TK Maxx/ Poundstrecher carpark in Burnley, Lancs. Incidentally, this car park still has old Sainsburys car park signs up from when they occupied the sight which was at least 8 years ago. It is run by UKPC. The UKPC signs are at a height of at least ten feet. Not easy to spot or read. It is not a warden controlled car park, but has CCTV in operation. The charge arrived in the post on Thursday this last week. To my shock and dissmay, she had sent a cheque by Friday, with which she also had included a letter of appeal. She now realises that this was a mistake.
I have told her to cancel the cheque. My question is, now she has made this error, should she follow up the cancelation of the cheque with a letter explaining why or just ignor it?
Can someone suggest a course of action please. Thanks in advance.

    Definitely cancel the cheque, because once the PPC cashes it there will be no attention whatsoever to any appeal that went in alongside it. BIG mistake, your MIL will never see her money again.

    If the cheque can't be cancelled, no further action required by you or your MIL - game over, I'm afraid. You've just been scammed.
