House renting advice

Hello, just wanted to get some advice for a friend of mine.
Him and his brother live with his parents currently and are looking to move out after new year and rent a flat or house, the only problem is my friend is not registered on the electoral rolls, however his younger brother is, would this be a problem when trying to rent, they are both in steady employment with a good work history and could even pay rent upfront to show they would be good tenants.

Why isn't one of the brothers on the electoral register? Not being on it might cause problems if they are applying for credit or a loan but probably not for a rental property. Landlords and their agents are more interested in affordability so they should expect to provide pay-slips and bank statements to prove it.0
