Parking Eye PCN - Advice Please

OK - I've spent a couple of days reading though the forum and am getting a bit frantic as I'm confused as to what i should do next and am running out of time.

We've received a PCN from Parking saying we overstayed at a local retail car park by 13 minutes and owe them £100 (£60 if paid within 14 days). We went to various shops and spent over £200 whilst there.

Do I ignore the PCN? We've not had any other correspondence and there was no ticket on the car. The PCN includes photos of us entering and leaving the car park (apparently).

Do I wait or do a POPLA appeal now? MY OH is panicking and just wants to pay.

Sorry for the dim questions - I have a shocking cold which isn't helping my thought processes!

    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    When was the "event"?

    When was the notice to keeper (NtK) received?

    Is this England or Wales?

    Which shop was it?

    You appeal first to Parking Eye (saying pretty much anything as they'll likely reject the appeal anyway) to get a POPLA code. Then you compose a draft POPLA appeal, ask the helpful people here to scan it and advise, then submit your appeal and win. At the same time you contact the shop and ask them to get the PCN cancelled as you were a customer.

    This is ALL covered (quite clearly) in the sticky thread Stroma linked. And your situation is no different to ANY of the other Parking Eye threads, so the advice given therein applies equally to you.

    I disagree with Bod1467 slightly. You should do a straightforward as-it-was appeal.

    Parking Eye are probably the best PPC for cancelling tickets for genuine shoppers.

    If you appeal as a genuine shopper with some copies of receipts enclosed showing you spent a reasonable amount, they are likely to cancel the ticket. Always assuming it was a recent ticket.

    In the letter ask for the ticket to be cancelled or please supply a POPLA code

    They only cancel them as many of the big shop chains will only entertain a contract that states genuine customers are exempt.
    I would start with the manager of the shops.

    I would say do the two things in parallel. The shops will rightly say that the park is owned by the retail park company, they have only leases and did not employ the PPC, but no harm in trying.

    I stand by my suggestion to ask PE to cancel based upon you proving you were a genuine shopper.
