Parking Ticket - Other halfs work carpark

Hi guys and gals
My partner parked in her work car park yesterday. She has a permit but it had fallen off the window and into the side door compartment. She had a ticket when she returned to the car after work that night. Her company pays for the spaces and then she pays her employer every month automatically from her wages. She phoned the parking ticket company today and they have advised that they took pictures of the car including pictures of the foot well and they couldn’t see a ticket and that she still has to pay the fine. As much as I agree that they are doing their job, I completely disagree that they stating that she will still have to pay it, even though she pays monthly to park there. What are you views and where do I stand legally?
Any comments, input greatly appreciated.

Did they really describe it as a fine? Private companies cannot issue "fines". What she has is a speculative invoice. There is no real need to pay this since she paid for a place.
She should not have telephoned them but never mind for now.

She has paid to park there, wait for the notice to keeper to arrive and then do a soft appeal to get a popla code on rejection. But before that please answer a few questions
1) is this England or Wales ?
2) who is the parking company ?
3) are you the registered keeper ?

I will check to see if its a ticket or a parking notice etc.

Are you sure about that being the PARKING company ? They are not listed on the BPA list.

No website linked on the AOS list but there are a couple of companies with similar t/as names (from Google).

Next step after is to do a soft appeal, if that is rejected go onto popla where you will win. So 2 letters and you are done. As shown in the newbies thread as already linked. I do link there about ten examples of appeals to use for Keepers when they get a NTK.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
