    Download this.
    http://www.irfanview.com/

Plus the Plug ins and you can set any size you want, also a very good photo editor.
Unless your on Mac, then as always you will have to put your hand in your pocket.

You may have to crop the pictures to get those sizes, but that free programme has all the goodies required
    Be happy...;)

Depending on your operating system, you may well have a program called Windows Live Photo Gallery which will do all the basic editing you require.
What you want to do is to Crop the image.
Now, I could go into a load of details about image sizes and resolution, but I suspect it will cause more confusion than help.
Basically, you crop to the desired ratio - in your case 4x6 or square, then when it comes to printing you define what size you want the image to be.
    1. Have you tried to Google the answer?
    2. If you were in the other person's shoes, how would you react?
    3. Do you want a quick answer or better understanding?

What size are your original photos?

Go to the photos on your computer and hover the cursor over one of them and it will display its dimensions( in pixels). Alternatively, Right Click a photo, select Properties and then click on Details to get the same information.

Getting a shop to do it is more expensive as it needs human intervention to decide what part to crop or zoom into to fit your sizes.

As mentioned above, the problem is to change the pictures to the sizes you've mentioned you're going to have to crop the photo and remove sections from the original. Most standard digital cameras have a 4:3 ratio so to go to a 4x4 size (a 1:1 square) you're going to need to remove data from the sides, whereas to go to 6x4 (3:2 aspect ratio) you're likely to need to crop the top and bottom off unless you have a DSLR.

To crop your photos in Irfanview you need to do the following:
1 - Open your photo in Irfanview and go to Edit and choose Create Custom Crop selection (or press shift and C)
2 - Choose the correct ration in the main section, of the three you've listed 4x4 would be 1:1, 4x6 is 2:3 (that would be portrait, 3:2 would be for a landscape 6x4) and 4.5 x 4.5 is 1:1 again.
3 - Click Save and apply to image at the bottom left
4 - You should be back on your image and there should be a box on screen, this is the correct shape so you need to choose which part of your picture goes in it. To move the box around the screen you can drag it with your right mouse button. If you want to change the size of the rectangle, you need to drag one of the sides while holding the CTRL button - if you drag without the CTRL button, the aspect ratio will be lost so you will need to start again.
5 - Once you're comfortable with these controls, you need to drag and move the rectangle until it has what you want selected. You're not going to be able to fit all of the original picture in so you'll have to decide what can be cut out.
6 - Once you have the correct area highlighted, go to Edit again and this time choose Crop selection (or Ctrl+Y). The software will now remove everything else and give you just the part you selected.
7 - Click File and choose Save As, you may want to drag the slider at the top right from 80 to 100 to maximise the quality for re-saving it.

It's a while since I did any photo printing but I'm sure some companies as has been mentioned will do this for you in that they'll see the size is different and give you the option to choose which part is printed.
