Fees to managing agent

I am in the stages of buying my first flat. I have received a letter from my solicitors showing all the fees the managing agent is charging to change everything from the sellers name to mine (£999.00). These fees are before I pay stamp duty and sols charges. I phoned to query these and told although at the higher end the management company can basically charge what the want.
Anyway my query is I am being asked to send a cheque for £160 for service charge excess for internal communal works being carried out Winter 13/14. I'm not moving in until mid Jan earliest so should I be paying this or the seller?

The £160 is matter of negotiation between you and the seller.
On the £999, can you break down the charge as some items are open to charge "what they want" but some items, normally included in this, aren't.Stop! Think. Read the small print. Trust nothing and assume that it is your responsibility. That way it rarely goes wrong.

Thank you for the replies. I have not exchanged yet and I don't expect to until Jan as the sellers solicitors have not completed paperwork and the sellers have always said they couldnt move in December.
I did not want to hold things up further so I sent the cheque to my sols with a letter querying if this would be my charge to pay? Just can't believe how the fees are mounting up!!0
