UKCPS - I have ignored to date - what next?

I received a window PCN on my car parked at a retail park in September. I am the RK and was the driver.

I ignored the window PCN and have received two letters to date, which I have also ignored:

1. "notice to keeper / driver / hirer" which mentions a 28 day timeframe to reply / pay £100

2. "Immediate payment required" which states amount owing is noe £125.

I now realise that I should have appealed and triggered a POPLA appeal. Is it too late to do this? What should be my next steps?

    Yes you should have appealed. Yes you are too late (technically) if the postal Notice to Keeper arrived more than 28 days ago...did it? Never too late to complain though, please do read those top sticky threads on this parking board because you must complain like mad to the retail park and/or CEOs of any chains where you spent money.

    Yes - the postal notice to keeper was received more than 28 days ago (Oct 2013).

    I have read the newbies and other threads - they give great advice about what to do during the early stages, but having not done that I'm not sure whether to now keep ignoring (and wait for potential Letter Before Claim) or proactively contact them.

    I will also complain to the shop that was visiting. I'm struggling to find out who the landowners are for the retail park though.

    I am at work but am sure my 'newbies' thread has a whole paragraph on what to do if 'too late to appeal'.

    And in the successful complaints sticky thread it does tell you in post #3 that you don;t need the landowner, you need to just Google park to find who runs the place.
