I recently bought a Packard Bell ixtreme M3720 desktop. How can I find out if it has a built in webcam and a microphone?

Webcams aren't hidden.
They're built in to many screens, not the desktop itself, and would be visible on the top edge of the bezel, often in the centre, as a small, black lens about 3-4mm in diameter.
If it has one you will see it, though seeing the post above mine, chances are yours doesn't have one.
You can buy them for around £5 if you need one.0 -

They are only watching me if their technology allows them to see through a piece of black insulation tape that covers the webcam on my laptop!0 -
They have had the technology to look through black insulation tape for a few years now - even electricians aren't safe!0

If you don't have speakers for your desktop, you would be better to buy a webcam and a cheap headset, e.g.
