Excel Parking - No Ticket - Flat Tyre

Hi,

First time poster so please be patient. I received a letter a couple of weeks ago from Excel Parking, a PCN.

They have pictures of me entering and leaving the carpark using ANPR. On the day in question I had a puncture so decided that the best place to pull in was at the Peel Centre in Stockport as the surrounding roads are particularly busy and double yellows.

It took me 54 minutes to change the wheel (I've never done it before and needed some help!) and I left. I wasn't "parked" and therefore didn't buy a ticket, if I'm honest it didn't even cross my mind.

Now I have a ticket and am deciding how to lodge my appeal. I have read on the forums about POPLA and I will lodge an appeal (which will probably be rejected by all accounts). Others have said just to ignore it but I think this is an outdated approach.

Any advice on how to start my appeal would be greatly appreciated.

    Check the 'NEWBIES' sticky thread at the top of the forum index - it will help you to initially develop a soft appeal to the PPC, then when they send you a rejection (in almost all cases they do) with your POPLA code check out the 'How to win at POPLA' link which will guide you through making your POPLA appeal. Let us see a draft of that before you send it off to POPLA - it is important you do this so we can ensure you have the winning points included.

    You might also want to use the excellent forum search engine on 'PEEL' as there are new threads on this virtually every other day.

    I have read the walk-through guide and wondered if it was worth contacting the manager of any of the shops, or the peel centre itself as I wasn't actually shopping there?

    Would the manager really be able to overturn a ticket issued by Excel?

    you can try complaining to the peel centre but concentrate on Excel and winning at Popla

    I agree with KIFL, complaints can and do work especially where 'genuine' shopping is concerned. But it may be difficult to persuade them to take up your case given the circumstances. It does depend on how 'bolshie' you are and if you're prepared to make a big fuss.

    But POPLA will definitely be your best bet, where you will win, with our help. So carry on reading up on the sticky's advice and get off your soft appeal - this doesn't have to be long or detailed, you just want the POPLA code.

    It's at the POPLA appeal stage where you'll need more detailed input - but it's all contained in the sticky.

    If you've read the stickies including 'Successful complaints about PPCs' you'd know the answer is yes (but rare). The Peel Centre email addy is there too (why do I constantly have to point out the sticky info threads several times a day)...

    I also hope you've searched the forum for the keyword Peel so you can see the hundreds of other Peel Centre threads, all with the same advice.

    Bit disappointed really as it took them 33 days for their response to arrive, I was hoping they had just decided not to take further action. :(

    I will post what they say when I get home....
