British Gas: Hard work paying them for fuel used

Background:
I am a landlord to a flat, the previous tenants moved out and new tenants moved in after 6 weeks. The property had a dual-fuel account with British Gas. All I want to do is pay for the 6 weeks that the flat was unoccupied. I have check-in and check-out reports by a third-party, so I have all the meter readings too. I have asked them to send me the bills that I'm responsible for to my new address and even quoted them the dates and meter readings that I want to pay for. Is it that difficult? Apparently so!
Where I am
It has been almost 12 months now that I'm trying to sort this out. I have called British Gas over 5 times so far and spent a lot of time on the phone with them trying to get them to understand this simple situation. As yet, I've not received a bill for the duration that I want to pay, nor have I received any communication to my new address and where I have finally received a bill (to the rented flat), it is for the wrong amount.
I am on their standard tariff, the meter readings are:
Electricity: 46552 - 46490 = 62 KWh (last bill received was for £70.54)
Gas: Well as it happens, the last bill I got was for £0.00 so I give up on that one!
The latest:
I finally received some post from the rented flat that was addressed to me. In that post there are two Debt Collector notices from CCSCOLLECT. According to the tenants, bailiffs had attended the property but they didn't know if it was for me or not (or someone else?).
The first letter from CCSCollect dated end of October was demanding I pay £70.54 within 7 days
The second letter from CCSCollect titled "Notice of possible legal action" was demanding that I pay by 10am on 6th December 2013 and "do not ignore this notice".
Question:
I have painstakingly tried to sort this out, but British Gas doesn't seem to be able to get their figures right. What options do I have now as I'm only liable to pay for 62KWh which I don't think comes to £70.54?
