there's no way of knowing the exact location of the person submitting the offer, so that theory is out the window!

I beg to differ, you get the postcode of the potential buyer with the offer!

Maybe the £700 offers have 100% feedback and some of the £750 offers have less than perfect feedback?

Had the same predicament myself a while ago - I choose people with the best feedback and lower offers in place of people with no/awful feedback and higher offers !

it could be a number of reasons why the seller did this but you'll never know unless you come out straight and ask him/her, i mean what harm can it do?, i'm sure if the seller is reasonable they'll tell you

it's pointless trying to guess-it really could be anything from picking out from a hat to what mood they're in

...when a potential buyer submits a best offer a buyer is also able to attach conditions on their offer.

So they perhaps weren't declined on offer price alone. Hope this helps! :-)

Offer price: £XX.00 Offer expires in: 47 hours 19 mins Postcode: XY1 2BC

That's how it appears in the centre of the offer page, I've just copied from an offer received (obviously changed the details), but postcode is there, has been for over a year now.

There's no reason why you can't ask the seller, I can't see it as being anything untoward, after all they are selling the items and paying fees on them. For some larger items I sell postage included and send by courier, in the case of getting best offers, there are some postcode areas that cost more to send to, so the offer acceptance depends on that as well. For example, I may accept a lower offer from someone in Birmingham than Belfast.
