Bromley council parking charge

Hi
Does anyone know if you can appeal a parking fine from Bromley council.
I parked on Saturday & the machine only took fixed price.
i.e. 0-1hr was 50p, 1-2hr was £1. I only had 90p in change & the machine wouldn't increase time so I put in 50p rushed around & arrived back to a ticket.
My ticket expired at 5.50pm & according to my mobile phone synched to GMT, I arrive back at 5.51pm but the ticket stated 5.54pm.
I've got no problem paying the fine, £30 if paid in 7 days, I was a whole 60 seconds past the ticket ! if I have to but is there a process to dispute the timestamp? And any advice on how to go about it.
Many thanks

Wrong, once paid that's you accepting guilt. Get copies of all rec'd, both sides and post onto pepipoo.com as well.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

With respect if you pay the Council will not consider an appeal as you will have been deemed to have accepted the offer. With these fines pay and appeal.
In the first instance you can make an informal appeal (details of how to do this will be on the ticket itself) and if that is unsuccessful then you can make a formal representation.
Your best bet for detailed guidance is to take yourself off to PePiPoo Council Parking Ticket forum - Click Here, sign up and be prepared to provide a copy of your ticket (suitably scrubbed of personal and identifying details) so that they can offer best advice.
Oh, and don't follow the advice above. My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).
For those seeking more detailed advice and guidance regarding small claims cases arising from private parking issues I recommend that you visit the Private Parking forum on PePiPoo.com0 -
