Just to keep everyone informed of what is happening at the moment (the chain of events may be useful for someone in the future):
1. The named driver has received the Notice and has appealed according to the above recommendation. This has been done by recorded post prior to the 14 day window and we now await a response.

For future reference it is best not to use recorded delivery. PPCs have a habit of not signing for such post. It is far better to get a free certificate of posting.0

it means if they do not sign for it, then its not received, with all the implications that raises
tell them to send it again with free proof of posting at the PO, not recorded, not registered0 -

OP has the reference number from the PO been checked online? You might find the letter has been signed for in which case worry no more!0

if its sent recorded it has a reference number, so you use the post office online checker to see if its been delivered and signed for
if sent with free proof of posting its deemed delivered 2 days later , but not checked so you have no proof of receipt
I thought it was 28 days for a soft appeal as well, same as a popla appeal
I think you are getting mixed up with the 14 day rule of anpr registration to receiving a NTK pcn in the post0
