Would doubt that the Mechanic changed your tyres as most garages farm them out to a tyre fitting company, especially main dealers.0

If the marks are consistent round the rim in distance from edge and depth, I'd take it back and explain you only noticed it after you washed off the soap. Few tyre fitters are any good at mechanics and mechanics aren't always the best tyre fitters.
Where I was workshop foreman before retirement, all of us (including the bodyshop lads) could refit tyres correctly, without damaging the wheels. (They would receive a real rocket from me if they did, and we would pay for the damage)
Please do not join the herd here and make blanket statements about businesses, they are not all the same. Otherwise, where would repeat business come from? I would hazard a guess that, whatever the outcome for the OP, that they do not return to this garage for any more work.I think this job really needs
a much bigger hammer.
